日本の全自治体の半数を占める「人口2万人以下の都市」に着目した。「まちづくり」のプロセスを導き出すために、北海道石狩郡当別町においてケーススタディを行った。
　ケーススタディでは、都市の公共施設・インフラの活用方法の提案や、「まち」が将来どのように縮退していくのかというシミュレーションプログラムの設計を行った。
特にシミュレーションプログラムは、急激な縮退緩和や地域住民の「まちづくり」への参画促進に繋がるものである。
　最終的に本プロジェクトの内容を冊子にまとめる予定。
　
　Focused on Cities with populations of less than 20,000, which make up half of all local governments in Japan, a case study was conducted in Tobetsu Town.
　In the case study, we made 2 points below.
1.Proposals were made for the utilization of urban public facilities and infrastructure.
2.The design of a simulation program to forecast how the town might decline in the future.
　Especially, the simulation program is expected to contribute to rapid mitigation of decline and encourage participation of local residents in development efforts.
　Ultimately, the project's findings will be compiled into a booklet.
